In a significant step toward modernising national spectrum operations, the Communications, Space & Technology Commission (CST) of Saudi Arabia has successfully deployed a new Electronic Spectrum Management System (ESMS), delivered by global spectrum engineering experts ATDI and supported by Saudi digital transformation specialists Elm.
The system, launched in September 2025, streamlines CST's spectrum licensing, EMC analysis, and customer interactions. It reflects Saudi Arabia’s broader ambition to digitise public services and aligns with international best practices for spectrum governance.
The ASMS is composed of three integrated elements:
According to CST, the system enables reliable data migration from legacy platforms, enhances the flexibility of radio service assignments, and ensures compliance with regulatory frameworks. The new interface is already fully adopted across all user groups.
ATDI is a global leader in delivering Automated Spectrum Management Systems (ASMS) to both civil and military spectrum regulators. With over 30 years of experience, we provide secure, scalable platforms that support spectrum licensing, planning, and regulatory oversight. Our systems are trusted worldwide to streamline operations, ensure compliance, and enable effective control of the radio spectrum across national and defence environments.
Elm, one of Saudi Arabia’s leading IT and digital consultancy firms, played a critical role in local integration and delivery, ensuring the platform met national security, language, and workflow requirements. Their involvement helped ensure the solution was successfully aligned with CST’s digital infrastructure and long-term service objectives. This deployment strengthens CST’s capabilities in spectrum administration while positioning Saudi Arabia at the forefront of electronic spectrum management in the region.
