Strengthening Statewide Interoperability for Public Safety Communications in Florida

Planning reliable public safety communications across Florida presents a unique challenge. The state includes highly populated urban centres alongside vast rural and coastal regions, each with very different coverage requirements. Delivering consistent radio coverage across these environments, while ensuring interoperability between agencies, requires advanced planning tools and careful spectrum coordination.

To address this challenge, the Florida Division of Emergency Management (FDEM) selected HTZ Communications to support statewide radio network planning and frequency optimisation. The decision was driven by the Statewide Interoperability Coordinator (SWIC), who sought a comprehensive engineering platform to support public safety stakeholders statewide.

Public safety communications in Florida rely on multiple radio technologies and systems operated by different agencies and organisations. Managing these systems independently can create visibility gaps in spectrum use and network performance. HTZ Communications provides a unified platform that enables engineers to model and manage multiple technologies within a single project, giving planners a complete view of the radio environment.

This multi-technology capability allows FDEM to evaluate coverage, optimise frequency assignments, and assess potential interference between systems across the state. By bringing multiple networks into one modelling environment, engineers can better coordinate spectrum use and ensure communications remain reliable during routine operations and major incidents.

The ability to analyse diverse systems in a single platform also provides significant added value for public safety stakeholders. Agencies can better understand how their networks interact, identify opportunities for optimisation, and plan future infrastructure with greater confidence.

For the FDEM team, HTZ delivered the comprehensive solution they had been searching for. The accuracy of the modelling engine and the flexibility of the platform allow them to support emergency management planning while also providing a valuable engineering resource for public safety organisations across Florida.
