ATDI continues to strengthen its presence across South America, working with TES Horizon (formerly TES America), its exclusive partner for Latin America, to deliver flexible spectrum management and engineering solutions backed by specialist regional support.
The combined solution brings together TES Horizon’s spectrum monitoring platforms and regional regulatory expertise with ATDI’s spectrum management and engineering technology, including ICS Manager, HTZ Communications and the ATDI API.
The result is not a fixed solution. Systems are configured to each organisation's operational requirements and designed to evolve as those requirements change. Regulators across Latin America, such as MinTIC and ANE in Colombia, URSEC in Uruguay and SIGET in El Salvador, already combine ATDI technology with TES Horizon platforms in their daily spectrum management and monitoring work.
A good example is TES Horizon’s Fusion & Monitoring Centre. The cloud-based platform continuously collects spectrum measurements from distributed sensors and correlates them with spectrum management records. Through the API, HTZ Communications incorporates predicted coverage footprints into the process, helping regulators automatically identify potentially unauthorised emissions. TES conceived the concept in 2002, and it is described in Report ITU-R SM.2542-1 (2026).
Instead of presenting monitoring teams with large volumes of raw measurements, the system turns data into practical intelligence. Regulators gain clearer information on spectrum occupancy, unused assignments, potential unauthorised transmissions and changes in signal activity. The approach also supports automated reporting, broadcasting compliance assessment, national coverage mapping and a virtual spectrum analyser that compares measured spectrum against expected emissions from authorised stations.
The platform is already in production with URSEC in Uruguay and SIGET in El Salvador, while further proofs of concept are underway within the region.
Importantly, the technology is designed to scale. Organisations can start with the capabilities they need today and extend their system as monitoring networks, datasets, workflows and operational requirements develop. API integration also enables ATDI technology to work as part of a wider spectrum management environment rather than imposing a closed architecture.
