Overview

Radio spectrum is the lifeblood of the radiocommunications industry. It’s the allotted frequencies that support all wireless communications. Spectrum regulation, also known as spectrum management, promotes efficient use of the spectrum and maximises the net social benefit. Radio spectrum typically refers to the range of frequencies from 3 kHz to 300 GHz.

For over three decades, ATDI has developed its automated spectrum management solutions. These solutions integrate and automate key functions like licensing, engineering analysis, administration and monitoring. They are proven to improve spectrum assignment, coordination and management by reducing the risk of human error.

Finding a one-solution-fits-all ASMS is often costly or simply unavailable. Spectrum regulators focus on improving productivity and the quality of operations. Often, users look to integrate a number of solutions to meet their organisational needs.

ATDI works closely with partners and end-users to understand the users’ requirements, tailoring their solutions for both large and small systems. ATDI has the expertise and know-how to support all end-user requirements, whether that is creating an API to allow two systems to interact or integrating their software into much larger and more complex structures.

System integration promotes flexibility and provides agile, scalable solutions to meet every need. Talk to us today.

HTZ Communications is ATDI’s core technical analysis engine, providing high-accuracy spectrum engineering capabilities across all radiocommunication services. Integrated within automated spectrum management systems, it supports frequency coordination, assignment, and interference assessments through advanced modelling.

HTZ features a comprehensive propagation engine, including both deterministic and statistical models, as well as high-resolution cartographic data handling. It enables regulators to conduct robust coverage analysis, simulate real-world conditions, and evaluate spectrum use scenarios with confidence.

Used globally by spectrum regulators, government departments, and research agencies, HTZ ensures technical validation and decision support across the entire licensing and coordination workflow.

ICS Manager is ATDI’s central database platform for managing the full lifecycle of spectrum regulation. It enables civil spectrum authorities to administer licences, frequency allocations, and coordination activities with precision and transparency.

Featuring a structured, scalable data model, ICS Manager supports workflow automation, application processing, and regulatory reporting. It provides seamless integration with technical tools, such as HTZ Communications and ICS Monitoring, ensuring a unified environment for both administrative and engineering tasks.

Trusted by spectrum regulators, government bodies, and research institutions worldwide, ICS Manager is the backbone of efficient, compliant, and data-driven spectrum governance.

ICS Monitoring enables regulators to assess the impact of interference on authorised spectrum use. Compatible with leading spectrum monitoring hardware, it integrates multiple devices and processes diverse measurement data with automated real-time post-processing.

Fully integrated with ICS Manager and working in conjunction with HTZ Communications, it forms a core part of ATDI’s civil spectrum management suite.

ICS Monitoring supports spectrum occupancy analysis, emission monitoring, and regulatory enforcement. It verifies frequency allocations, monitors actual usage and channel occupancy, and generates detailed interference case studies. The system also detects unauthorised emissions, supporting regulatory compliance and efficient spectrum governance.

HTZ Web API is a high-performance middleware solution integrates HTZ as a back-end spectrum engineering engine within national or regional spectrum management systems.

It allows regulators and civil spectrum authorities to develop customised front-end interfaces while securely accessing HTZ’s core technical capabilities via streamlined API calls. The shared cartographic engine ensures consistency and precision in terrain and location data, enhancing the accuracy of engineering assessments. Supporting advanced 3D terrain and propagation modelling, the middleware offers automation and workflow customisation to simplify complex regulatory processes, such as coordination, assignment, and interference analysis.

It is scalable and secure, enabling large-scale spectrum calculations across civil radiocommunication services, including terrestrial, satellite, maritime, and aeronautical domains.
